How is the monitor connected?
Displayport only supports audio for the 2010 and later Mac Pro desktops. The firmware for the 2009 Mac Pro can be flashed to a 2o10 Mac Pro to support audio if the card supports it.

As an example possible problem, if you have a classic Mac Pro e.g. a 2009 or 2010 model, with a video card with a HDMI port e.g. on a Radeon HD 7950 video card then Apple chose not to enable audio via this connection even though it can do it and it does work in Windows via Boot Camp. There is a third-party kernel extension which can enable audio via the HDMI port although it requires enabling developer access to kernel extensions i.e. enabling the loading of unsigned kernel extensions.
