I understand that a video that was uploaded to iCloud Drive does not show on your iPhone when accessing the iCloud Drive application. I would suggest forcing the iCloud Drive application to refresh by closing and reopening the application via the steps below.

Thanks for the follow-up. The next step would be to make sure that this movie is in a compatible format to be read by the iPhone. I would try to covert the video using iTunes, then upload the file to iCloud Drive again and test. The article below is just for reference, but I have attached the steps from this article that walk you through the process of converting the video after it is placed into iTunes.
Convert a video for iPhone or iPod
- Open iTunes.
- Select the video that you want to convert.
- Mac: From the menu bar at the top of your computer screen, choose File > Create New Version > Create iPod or iPhone Version.
Windows: Hold down the Control and B keys on your keyboard to open the iTunes menu bar, then choose File > Create New Version > Create iPod or iPhone Version. Learn more about menus in iTunes for Windows.

I encided the video in H264 format 30fps 1080p. It was in premiere pro. Bud I dont underatand. Iphone shows only supported formats??? Why? I dont want to play it but it is good to know that the file is there so I can shere It via iPhone.
I was having the same problem. I was playing around with iCloud drive and uploaded a video file to it from my Macbook Pro. The file was in an accepted format based on the standards above, but it would not appear on either my iPhone or iPad via the iCloud drive app. As a test, I deleted a file from the drive via iCloud.com. The file was still visible on my iPad and iPhone for at least 30 minutes. So, I finally went into settings on my iPad and turned off iCloud drive then turned it back on. When I went back to the iCloud drive app, it was now current, with the video file in place and the deleted file gone. I was able to download the video file on my iPad and watch it without issues.
I don't know the ramifications of disabling and reenabling iCloud drive on my i-devices. However, it seems like that is the only way to force a refresh.
