My iPhone parallax effect problem on my iPhone 6s Plus

Hello Everyone,

I would like to ask if there will be another way of fixing my parallax effect is not wroking when i reply to a message that appears on my top screen? Is that really happens even when i turn on reduce motion it's still the same. And i think if i will restart my phone it will be back to normal. But it always everyday Hopefully you'd answered. And also i would like to ask how to fix a flashing folder on my Macbook Air 11.inch and when i reinstall mavericks it won't installing. Do you have some great suggestions guys?
