Here in this user to user forum, nobody knows since we have no privy to Apple decision. But the iPad mini 2 will surely stop earlier then iPad mini 4.
Define obsolete.
It and the mini 3 are no longer for sale, but that doesn't mean they are obsolete. If it suits your needs, I guess it's not obsolete.

To answer your question "Define obsolete"
If any software/iOS you'll need is important to you and is not available to you anymore then for that purpose it's obsolete.
That doesn't mean you can't use it for other things.
By Apple's definition of obsolete, the iPad mini 2 will become obsolete 7 years after production of that model ceases. Assuming that it will be discontinued later this year, it would be technically obsolete in 2023.
That said, it will probably stop receiving iOS updates before that time. Eventually, apps will start to require versions of iOS that are newer than what can run on the iPad mini 2. However, I would say that is years away. Even when that happens, many apps allow you to download older compatible versions: App Store: Downloading Older Versions of Apps.
