I have OS X Lion 10.7.5 and Safari 6.1.6. Do I have to update both or can I just update Safari? Do I want to do that?

1. You need to update both or switch browsers. There aren't any further Safari updates for Lion.
2. Nobody on these boards can tell you this. If you choose to do so, check your applications for compatibility and back up your data first.

It's preferable to back up your entire system to another disk. Either a clone by using a cloning utility likeSuperDuper, or with Time Machine. That's not to say upgrading is particularly risky, just to say anything can happen at any time.
You meet the system specs for El Capitan so you can upgrade and have the latest Safari browser.
