The "Other" workout activity is showing 15 minutes of Exercise (Green Ring) even if I sit for those 15 minutes.

That is intentional. You can use this activity even if you are not wearing the watch, for example, if you are swimming and the watch is in your locker. It is the only workout, that will believe you that you are doing a workout, unconditionally. It will always register the equivalent of a brisk walk.

This is the correct / expected behaviour.
When using the Workout app, choose the activity type that most closely reflects the nature of your exercise activity for any given workout. If none of the other options are similar, choose Other.
When you use Other:
- Apple Watch's estimation of active calories is based on data from the heart rate sensor.
- The Activity app will also credit your Exercise progress ring with one minute for each full minute of your workout.
