The solution that worked for me:
Download and run trial version of IObit uninstaller
Make sure to uncheck other program installs (less cleanup)
Use it to remove iCloud and all of it remnants.
Download and run latest version of iCloud.
Restart.
iCloud remembered my login and Outlook recognized it without intervention
Side effects also fixed:
Outlook opened instantly (would hang up on startup for a good 2 minutes. Didn't realize the connection at first)
My apple devices we again recognized in iTunes after same process of removal and installation.
Thank you Apple for updating iCloud to office 2016 compatible.
Would you please update the uninstall program too?
Could have saved me about 4 weeks of time without windows compatibility.
