keyboard shortcuts keep turning off

Since updating I have noticed, while using photoshop especially, that keyboard shortcuts continually shut off. pressing the spacebar to get the move tool in photoshop to hitting command T in safari to get a new tab for instance. If I hit the option key 5 times it seems to work again, but I have to do this every 2 minutes and it is quite frustrating and disruptive to my work.

Any thought s as to how this can be fixed? my OS and photoshop are both completely up to date.

I went to Photoshop CC (2015.1.1) Edit > Keyboard Shortcuts > (Dropdown) Search For: Tools > Hand Tool. I tried to set the shortcut to SPACEBAR but a warning pops up that says "The key pressed is an invalid shortcut. You can only use A-Z for tool shortcuts." It's the same in Illustrator & In Design. The only change I've made was an update on all three programs - to the latest version. Now what?
