Q: Does FileVault slow the operation of the computer in any way

I am concerned about using filevault may slow down the operation of my computer. Is this a problem? And does Carbon Copy Cloner work with filevault?

    Some performance degradation is normal only during conversion, which can take several hours to a day or more depending on the amount of data that needs to be encrypted.

     

    After that, none.

     

    And does Carbon Copy Cloner work with filevault?

     

    I believe so. Time Machine certainly does. For a definitive answer regarding CCC, consult its developer.
