setting keychain but keeps sending verification code to old iPhone

Hi, I did a fresh install of my Mac to Yosemite (apple store representative said El Capitan is not stable). Now I am trying to set up apple keychain which requires approval from other device but the approval request is never received by that other device (my iPad), so I try the "Use code" option, enter my apple ID password and the code and it sends a verification code to an old iPhone I unlinked a week ago and which I don't have. I had already set up a new sms capable phone number but it keeps sending the verification code to the old (swearword here) iPhone. So no verification code sent to a trusted device (iPad) or new number. How can I get rid of the old number. Note: Apple website is not giving me any option to directly contact a representative or send an email. Thanks!!

Did you try contact Apple as the say in article

Frequently asked questions about iCloud Keychain - Apple Support

specifically:

How do I set up iCloud Keychain on a new device without another device to approve from?

If you can't access any of your other devices that are using iCloud Keychain, you can stillset up iCloud Keychainon another device if you have these items:

  • Your iCloud Security Code
  • The device that is using the SMS-capable phone number you provided when you first set up iCloud Keychain. A verification code is sent via SMS to this phone number. If you can't access this number, contact Apple Support, who can verify your identity, so that you can complete setup on your new device.

After you complete the setup, your iCloud Keychain will be pushed from the cloud to the new device.
