Prevent device user from allowing iOS update

We have users that upgrade their managed iPads when a new version of iOS becomes available. This can create problems when we have not given the go-ahead for users to update their iOS versions. We may still be testing to be sure that no app will break under the new version of iOS.


Is there a way to prevent the user from allowing the iOS update, disallow user access to the settings, or make the settings read only?

With the advent of ios 9.x, and mdm can control when ios is updated.

To my understanding it requires the use of an MDM solution (e.g. AirWatch, LightSpeed) and the implementation of Apple's Device Enrolment Program (DEP) to be able to control whether updates can be applied or not.


I expect that blocking access to particular web URLs may be effective now. However what happens if Apple change the URL for the Updates Service or if the required URL is needed for other essential services that blocking access to it will also stop,.
