Q: Iphone5 screen shows command and doesn't start

Phone 5 suddenly shutdown and when turned on showing apple logo and white screen and later started runing some command on top left of screen as below pic.

i turned phone to UDF mood and updated itune to restore and update phone but at the end i get error 4013 and phone get back to same mood. Please assist in recovering phone.
