Is the iPhone's location services turned on? Also, are you signed into your iCloud account on the iPhone?
For your other question, try resetting your iTunes sync history -- If you can't sync contacts and calendars using iTunes for Windows - Apple Support, restart iTunes, plug back the iPad, and re-sync it and see what happens.
