Thanks for using Apple Support Communities.
I see that you're getting the pop-up message encouraging you to back up your iPad to iCloud, given it has been a few weeks since your previous backup. While there's no setting to disable that alert, you can selectively force your iPad to back up to iCloud by turning off iCloud Backup, and then when you're connected to a Wi-Fi network you can turn it back on and Back Up Now.
An alert says I need a Wi-Fi connection to make a backup
You can set your iOS device to back up automatically each day with iCloud. iCloud makes these daily automatic backups only if:
- Your device is connected to a power source.
- Your device is connected to a Wi-Fi network.
- Your device's screen is locked.
You can also make a backup of your device manually:
- Connect your device to a power source.
- Connect your device to a Wi-Fi network.
- In iOS 8, tap Settings > iCloud > Backup and tap Back Up Now. In iOS 7, tap Settings > iCloud > Storage & Backup and tap Back Up Now.

Alternatively, you can disable the iCloud Backup option as a whole, and back up your iPad by using iTunes instead.
