My mouse track keeps jumping around

My mouse track keeps jumping around and it slows down my computer and also zooms in webpages randomly. I've tried diagnostics and nothing came up. Can someone help me?

When I use a usb mouse it works better for a bit and then goes back to the same thing. It's very frustrating and hard to use my computer. I also just got a new hard-drive installed about a month ago and it was like this before the hard-drive as well.
