Q: Can I use Time Machine backup of my 2011 MacBook Pro (el Capitan) to set up my new (2016) MacBook Pro? How?

Can I use Time Machine backup of my 2011 MacBook Pro (15"/500G HD/El Capitan) to set up my new (2016 13"/1TB HD) MacBook Pro? How? I want to pretty much recreate my entire setup/files.

Time Machine, OS X El Capitan (10.11.2)

See this discussion of Migration Assistant. You'll note that Time Machine is one of the sources you can connect your new Mac to to transfer what was on your old Mac that TM has been backing up.
