The programs and settings thing at the bottom of my desktop went away. I must have disabled it. Does anyone know how to turn it on? Thank you!

The Dock isn't built into Mac OS 9. If you used non-Apple software to get a Dock in it, check the documentation.

I know. It wasn't a dock. It was something in the bottom left that shows quick settings and sounds adjustment. You can see it in that picture.
That's the Control Strip. Open System Folder, Control Panels, and Control Strip, and turn it on.
