I am thinking of purchasing a refurbished macbook pro retina 2015, 13 inch and was wondering if the student discount can be applied on refurbished items. I was also wondering what the biggest discount I can expect to find. Right now it is 15% off and has been for quite a while. Is there a "best" time to buy or check for price drops/

You can take advantage of EITHER refurbished discounts or Student discounts, but not both. There are more refurbished old models available in the few months after new models are introduced.

The best time to buy a refurbished Apple product from Apple directly is when the item appears in the refurbished store. I wanted a particularly rare variant at the time, but it disappeared within hours usually of appearing in the store. Watch the online refurbished store, be ready to act when what you want appears ... and when you need it.
