Q: Photos cannot find the System Photo Library

OSX: 10.11.2

Mac Pro (Mid 2010), 12-core, 32 GB RAM

Photos has always behaved this way, since Apple installed it. When I launch Photos, I get a dialog that states "Photos cannot find the System Library".  I click "Open other..." and am presented with a Choose Library dialog. There is one option listed in the dialog, called Photos Library. I click on that option and select Choose Library. Photos starts and works as it was designed to. (I hate Photos, but that is another issue)

Every time I start I have to go through this.  My System Library is not on the boot disk. It is on a separate internal SATA drive (originally supplied by Apple) and is mounted at /Volumes/Old Macintosh HD/Users/myusername/Pictures/Photos Library.

The disk is formatted as OSX Extended and is Journaled. It is not a member of a RAID set or anything. It is mounted in one of the internal drive bays. I have scanned the drive and there are no defects or bad sectors.

I've tried deleting preferences, but that does not do anything, even temporarily. Any ideas on how to fix this annoyance?
