Ever since I got iOS 9.2, I haven't been able to select all of any text except for in areas where I can type. If I wanted to copy something like a paragraph off of a website, it does not give me the option to select all and copy it. Is it supposed to be this way, or is it a big...

No, it is not a bug. The only time you will see select all is in a context where the content is editable or contained within a limited parameter. In the case of a website, select all would not - even if it were available - select just the paragraph. It would select the entire page. You will need to select a word and expand the selection using the handles.
That's another thing... It wont let me select multiple words... At all... If I try, it will just switch highlighted words. Say I have the sentence: "I ate an apple" and wanted to select multiple words. It will only let me select "I". If I move the speech bubble thing around, it'll just highlight anther word.
Maybe a bit of practice is in order (and that is an honest suggestion, not a snip; it can be a little tricky on a smaller device). Works fine for me on all of the browser apps I use, including Safari.
