It sounds like you are unable to update applications until an issue with an iTunes Store balance has been resolved. If you have made sure that your name and address match the information on file with your financial institution, please go through the information in the article below. Please note that you can't pay an outstanding invoice on an iPhone, iPad, or iPod touch.
