Recent i got an answer to my problem that the touch screen isnt working well when charging that he says to restart my iphone
Yesterday i restarted and restarted it, but the touch screen continues to be unresponsive
Can someone help me ?

Since this seems to be hardware related and users are not supposed to open the phone, take it to the nearest Apple Store or Apple Authorized Service Provider and let them check the device.
To make sure that this is not software related, set it back to factory settings, without using any backup data afterwards. Set up the rest of the personal settings manually and test the phone.
If the phone works again, restore from the latest backup. If the problem comes back, the backup data contained corrupt data, causing your issues.
If it still does not work, this is a hardware issue and the phone has to be serviced by Apple or an Apple Authorized Service Provider:

I had a mistake at the title: got unresponsive - > isnt working well
I observed that after some moments it is working well when charging.
And the software is the latest version, 9.2!!!!
