Have you tried signing out of iCloud and then sign back in?

Jan 7, 2016 8:32 AM in response to gary5709by Eric Root,If you are using IOS 9.X and in Notes you selected to upgrade iCloud, the application will not sync unless you install El Capitan and upgrade iCloud Notes.
