Q: Can't turn on or off my iMessage in settings on my iPad, it constantly asks for my Apple ID then takes me to the Apple webpage?

Here is a brief description of my situation .
I live in Canada and travel to the USA frequently, I discovered if I leave my iMessage on my ipad active (and leave it at home) and iMessage is also active on my iPhone then if someone sends me a text message it will go to my iPad at home and not my iPhone that I have with me.
The way to remedy this is to turn off iMessage on my iPad before I leave then I receive all my text messages.
Now the issue I have is this last trip, I went to make iMessage active and it keeps asking for my Apple ID and password... I put those in correctly then it takes me to the Apple webpage?
It no longer gives me the option when I'm in settings under iMessage to turn it on/off. I go directly to the iMessage icon on my desktop and open that and I get the same Apple ID message and the same thing occurs??
Now on my iPhone 6 only some of my text messages are getting through to those I'm sending messages to?
I have entered my information several times, I've turned off/on my iPad several times and nothing changes ?
The last thing I did was to reset my Apple password... Nothing has changed?
Can someone in the Apple support community please help me with this...
