Q: How come my iPod Touch isn't recognized by my laptop and my iTunes freezes and I can't click on anything when it's plugged in by USB

This is my first time on Apple Support. And my first time owning an iPod Touch. I usually got a Nano. Every time I plug in my iPod Touch, my laptop doesn't recognize it and I got the up to date iTunes that freezes and I can't click on anything. The second it opens, it becomes non responsive. Why is that happening? Everything is up to date. My ios, my iTunes. I don't understand this. I have a Windows 8.1 laptop if that helps with an answer
