Q: an error occurred during activation

I haven't found a solution. Please help.

iPad mini, iOS 9.2

I can log into the App Store, download apps and update them. When I try to log into Messages or Face time with my Apple ID I get the message "An error occurred during activation. Try again." I'm still logged in to the App Store with that same ID. What gives?

 

I don't have a cellular unit.

I've reset it. Restarted it.

I don't have a computer and it's never been linked to iTunes.
