Q: an error occurred during activation

I haven't found a solution. Please help.

iPad mini, iOS 9.2

I can log into the App Store, download apps and update them. When I try to log into Messages or Face time with my Apple ID I get the message "An error occurred during activation. Try again." I'm still logged in to the App Store with that same ID. What gives?

I don't have a cellular unit.

I've reset it. Restarted it.

I don't have a computer and it's never been linked to iTunes.

If you get an error when trying to activate iMessage or FaceTime - Apple Support

Prior to posting the question I tried all the items on that page with no solution. This has been going on for weeks. I'm about to call Apple support. I guess I thought someone out there could throw an easy fix my way. I've seen similar but older posts as mine with responses recommending going to that help page but no solution logged.
