What is going on? Suddenly I can only text some of my contacts with my iPad. it happened when I was required to sign into iMessage for the first time in order to text. Thank heaven I never upgraded my iPhone to any of the ios9 versions, things are OK there. Will the next release fix this mess?

Your iPad is not a cellular telephone. iPads cannot (and have never been able to) send or receive SMS text messages.
iPads can send and receive iMessages to/from other Apple devices. Additionally, iPads can use handoff with your iPhone to send/receive text messages using your iPhone as the messenger.
