I'm aware that the iPod Touch 4th gen does not have Apple Music, but can downloaded albums from Apple Music on my desktop be synced to one? Does it have iCloud Music Library?

Yes it can, provided that the device has iCloud Music Library which I'm not sure if the iTouch 4G does.
Apple Music requires a device with iOS 8.3 or so or later, The 4G can only go to 6.1.6
If you read the OP, you'd know that I am already aware of that. My question is does iOS 6 have iCloud Music Library, not Apple Music.
I looked at the manual for iOS 6.1 and it does not discuss iCloud music. That was introduced in iOS 7
