Is there a shortcut to lock vertical dragging?

I have a Kensington Turbo Mouse, which doesn't have a scroll wheel. I can set one of the buttons to lock dragging but must first point the cursor in the scroll bar. Is there a set of commands that would lock vertical dragging in the active window? If so I could program one of the buttons to do so. Thanks.
