Hisense TV and Apple TV 4th Gen

I got a cheap walmart blackfriday Hisense 1080P LED tv.

I cannot seem to turn off my TV using the CEC feature, and the siri remote.

My TV says its on... and the the apple TV option is still grey and not available... messed around for hours. I use the same HDMI cable as I do for my apple TV downstairs. (works fine on that TV.)

this is a desperation post.
