3rd world problems over here, iOS 9.2 stole my iCloud!

I live in Venezuela, One of the most dangerous contries arround the globe.

On January of 2015 (After several months of saving) I bought an iPhone 4S of 64Gb.
I havent had one sice I got my car stolen by gunpoint along with my mac, my camera and almost my life. (I got beated up badly)
I was so happy that after almos two years I was able to finally get one. Yes it was a second hand, and yes it was 2015, but my goverment holds a foreign currency exchange rate that only allows me to spend 300$ per year, and in order to do so you have to be accepted by some specific public banks and wait for thems to approve an special credit card, after that you have to collect a series of papers, and after that thos dollars are given to you by a hundred every four monts. (IT IS A LIVING **** WHAT I WENT TROUGH)

As a Graphic Designer in a poor country, I was thrilled. I could take amazing pictures from a device that fitted in my pocket.

Venezuela's political and financial crisis is basically making it difficult for anyone to arise from poverty.

On July of 2015 I updated to iOS BETA 9 and watch all my savings go to the drain by the gray Wi-Fi error.
I Found out that it has no solution and that there were no apple stores or geniuses in my country anymore.
Even though I was still able (by paying a ridiculous amount of money on 3G data) to acces my old iCloud data base (where I have part of my work) anywhere.
At the beginning of this year I updated to 9.2 because it told me to do so and I couldn't wait anymore according to my phone.

I've now lost everything.

After upgrading I was prompted to accept the new iCloud Terms & Conditions, but every time I attempted to do so, I got an "Unable to connect to server" error that disabled iCloud from my device.

Every five seconds a window pops telling me that I have to accept this terms in order to activate iCloud.
it is the most humiliating thing I have been trough.

You might say: c´mon stop crying and buy a new one, it's called programmed obsolence!

But try to buy a new one when your wage is about 20$ pero month.

It is not fare, I have no response whatsoever from apple, and I have tried a lot of "solutions" from arround this web.

I FEEL DESPERATE

Well, you will not get a response from Apple here either and if you have been posting here expecting a reply from Apple, then you will be disappointed, because Apple are NOT here - this is a user to user technical support forum. Everyone here is a user of Apple products and nobody from Apple posts here.
