I designed a photo album and would like to use apple print service, but then it didn't work when I try to purchase. No notification or anything to tell why it doesn't work

Is the Print Product Store set to Hong Kong SAR China in the Photos Preferences > General?
And are your billing address and delivery address also set to Hong Kong SAR China?
To check, if there is a problem with your AppleID make a test and try to purchase some free application from the Mac AppStore.
And create a PDF preview of the book. If the preview as a problem, the book may be unable to upload to Apple's servers.

It's all set to Hong Kong. But no confirmation nor anything pop as confirmation after key in my credit card security code. I tried to call the support in HK who said the service may not be available at the moment. It's really surprise me cos there's no announcement on the website nor the app itself .

But is the billing address set literally to "Hong Kong SAR China"? if you wrote it differently in your billing address it will not work.
If the store is not available you would usually get an error message "Try again later".
Ok, leonie, I just did rearrange my address via Apple ID billing address, it seems working fine now. At least I got an confirmation no.
