How can I stream or airplay my home videos from my PC to Apple TV?
Apple TV (4th generation), iOS 9.2
Assuming this is a Windows PC, you will need to import them into iTunes. Once there, you can use Home Sharing to play the videos form iTunes on the Apple Tv, by accessing the "Computers" icon on the Apple Tv.

This is not the issue. All of the movies and videos are in my iTunes library. Home sharing is turned on but they don't show up on Apple TV
Is the PC on and running iTunes?
Check firewall and security software installed.
Make sure proper ports are open

Then what do you see on your Tv screen when you select the "Computers" icon? Do you see your Library as an option? Or do you just get the black screen suggesting you Turn On home sharing with a specific Apple ID?
If you get the latter, and the computer is on, and iTunes running, try turning off any firewall or enabling the specific ports described in the following article.

If you're using a PC, or you have another firewall set up on your computer or router, make sure TCP port 3689 and UDP port 5342 aren't closed or blocked. Get help with third-party security software.
I can get all of the movies under the Purchased category. The movies that I've ripped from DVD's under the Home Video's category in iTunes is what I can't get on the Apple TV. No problem with them on my iPad 1st gen or iPod though because I can plug them in.
Are you looking on the "computers" app? Or the iTunes movie app? Only purchased content will be found in the iTunes app. Personal media/homeshare on the computers app...
If you are looking for them under the Movies App on the Apple Tv you won't find them there.
Your Home videos should be accessible from the "Computers" app. Not the iTunes Movies App.
The "Computers" app on the Apple Tv should list your entire iTunes library.
