What should my settings be to send a photo through text message with NO cellular data?

iPhone 5s, iOS 9.2

Use Messages with your iPhone, iPad, or iPod touch - Apple Support

If you can't send or receive messages on your iPhone, iPad, or iPod touch - Apple Support

Cellular data is required to send MMS message.

My old phone, I didn't have cellular data and was able to send photos through text message. Why is it different now?

To use SMS/MMS, you need a text-messaging plan. Contact your carrier for more information.
