Q: wont update or restart

as the title states, when i go to restore or restart it tells me it couldnt do it at this time..... this is been going on for a while now, how can i hard reset or restore?

Have you tried connecting via USB to iTunes?

Restore your Apple TV through iTunes - Apple Support

or restarting via the remote?

Siri Remote or Apple TV Remote:* Hold down the Menu and Home buttons, then release when the LED on your Apple TV starts flashing.
Apple Remote (aluminum or white): Hold down the Menu and Down buttons, then release when the LED on your Apple TV starts flashing.
