It sounds like your computer is having trouble connecting to the iTunes Store and that is preventing you from updating/restoring your phone. First I would use this article to try getting the iPod restored:
Resolve iOS update and restore errors in iTunes
If that does not get the issue resolved, I would next use the following article to help with iTunes Store:
