My iPad mini keeps popping up a message it has not been backed up in "x" number of weeks, that back ups occur when the iPad is locked, connected to Internet and plugged in. These conditions occur regularly, but the iPad doesn't seem to process.

The conditions you list are for automatic backups to the cloud. You can also start a backup manually by following Brian's post.

Back up automatically in iCloud

After you've turned on iCloud Backup, iCloud can automatically back up your device each day. iCloud makes these daily automatic backups only if:

• Your device is connected to a power source.
• Your device is connected to a Wi-Fi network.
• Your device's screen is locked.
• You have enough available space in iCloud for the backup.
