The date and time is being set wrongly, to GMT. The time, when this screenshot was taken was 2.19 PM
Even thought, I have enabled "Set date and time automatically", it still shows me 10.19 PM.

Nope, its not frozen.
Actually, changing the time manually also isn't helping.
After having edited the time manually, now it shows two different times, in the menu bar & the preferences window.
Due to this, all the timestamps on emails/files are being affected.
Try booting up in Safe Mode by following the directions in the link below. Once you have booted up in safe mode, restart your computer. There is no need to log in while in safe mode.

Try going to the clock tab to see if Use a 24-hour clock is checked.

Long shot. Might be a corrupt .plist.
Do a backup, preferably 2 backups on 2 separate drives.
Quit the application.
Go to Finder and select your user/home folder. With that Finder window as the front window, either select Finder/View/Show View options or go command - J. When the View options opens, check ’Show Library Folder’. That should make your user library folder visible in your user/home folder. Select Library. Then go to Preferences/com.apple.systempreferences.plist. Move the .plist to your desktop.
Restart the computer, open the application, and test. If it works okay, delete the plist from the desktop.
If the application is the same, return the .plist to where you got it from, overwriting the newer one.
