I Forgot my apple security questions and whenever I try to change then it asks me to answer my security questions also I don't have a rescue email address

You need to ask Apple to reset your security questions. To do this, clickhereand pick a method; if that page doesn't list one for your country or you're unable to call, fill out and submitthis form.
