iPhone 4S IOS9 Bluetooth not working

An iPhone 4S running IOS9.2 cannot see Bluetooth devices - specifically a VW Tiguan. Nor can the VW Bluetooth see the 4S. The same 4S running IOS8 could see the VW and pair with it successfully.

Settings>Bluetooth>Devices information>Forget device did not help.

Settings>General>Reset>Reset Network Settings did not help.
