photos does not recognize existing photos and duplicates imports

each time i connect my iPhone 6, it thinks all my photos are "new". iPhoto used to be able to distinguish and i would only import he new ones without duplication. Photos does not seem to have that intelligence. i can get an app to remove the duplicates but how do I get photos to stop importing the same photos over and over ?
