Q: delay between password request when re-downloading purchased apps?

iPhones allow specific time delays before master password will be required to reopen phone. Why can't Apple do the same thing for iTunes?  Having restored the iPhone to original conditions we must enter the apple password for every single request for re-installing purchased or free apps.  If the master password can be disabled for five minutes why not the same for iTunes downloads? It doesn't increase security risks in any way. If someone has your password it would only speed up what they can do anyway. The password for iTunes would automatically be required after specific time limit.
