5s won't activate after water damage

Last night I dropped my phone in a hot tub. I wasn't being very careful, because I have a lifeproof case. Apparently lifeproof cases aren't actually waterproof. I got it out after about two seconds but there was already water inside it. At first it was fine except it had no service. Then eventually it shut off, and it wouldn't turn on. I restored it and it worked, but now it won't activate during setup. Since it won't let me skip that, I need to figure it out pretty soon. Has anyone seen this before? Thanks in advance

It was already on when it fell in. It didn't shut off by itself though. After about thirty minutes I restarted it to see if I could get service. It still said no service so I shut it off and put it in a bowl of rice. A few hours later I tried turning it on and it would be stuck on the apple logo and after a couple minutes the screen would either go all red or all blue and then restart, and start the whole process over again. This morning it was still doing that so I restored it. Oh and btw the blue/red screen thing has happened before, but not because of water. It just randomly started doing that. But a restore fixed it that time. Sorry I didn't give you the full story before.
