Q: messages on iPad

I get all my text messages on my iPhone and my iMac but not my iPad. Is it because it cannot receive messages sent via my cell phone number? I see in messages/preference on the ipad there is an option to receive via an email address but not a phone number. (unlike El Capitan on my iMac where that option is evident.)

As referenced in the article, your iPad must be one of these:

iPad Pro
iPad (4th generation)
iPad Air or later
iPad Mini or later
