It sounds like your screen isn't responding to your touch at all, and you cannot force restart your phone because the Home button doesn't work. You are correct, you will have to wait until the phones battery drains completely before you can restart it. You could backup and subsequently restore the phone with iTunes either now, or once it does restart:
Use iTunes to restore your iPhone, iPad, or iPod to factory settings
Keep in mind though that if you have a passcode you may not be able to restore the phone if it still will not respond to touch:
Here's when you'll enter your passcode:
- Turn on or restart your device
- Slide to unlock your screen (you can change this)
- Update your software
- Erase your device
If your phone still does not respond to touch after it discharges and you charge it back up then you will need to seek service for your phone:
