parental controls do they work for restriction of content

I have tried to use parental controls on El Capitain. I set my child a userID and clicked parental. Ive tried limit applications but made all apps i recognise available. Ive tried to select limit access to adult websites. Which both or either of these settings the userid becomes unusable for my child. Constant asks to have me authorise apps like helper apss for chrome etc etc even through chrome selected. Does this parental control stuff actually work , now I have to run it allow unrestricted websites to actually allow my child to use anything . Thus installed Qustodio. But can anybody let me know if Apples parental stuff works at all or what im doing wrong ? PS I have set time limits - this element works.
