An ods file is very similar but not identical to an Office .xlsx file. These are both actually zipped as part of their format and if you don't have a program on the Mac that understands these formats it can get confused and think it just is a zip file. You don't unzip these files normally because the programs intended to use them do this internally.
GoogleDocs is a free way to open such files as is the free OpenOffice and LibreOffice programs.
Microsoft Office for Windows can also open these files but Microsoft as part of their longstanding policy of crippling their Mac products has not provided the ability to open these files in the Mac version of office - not even in Office 2016 for Mac. 😠
