iMessage on 4s not working

I restored my 4s and set it up on my family account with my daughter's Apple ID. iMessage is not working. Under settings it says 'waiting for Activation' After entering her icloud account email and password I get a message : Unable to contact iMessage server. Try Again. I have followed all the instructions on Apple support, upgraded to most recent iOS, restarted the phone, waited 24 hours and have tried several times to "activate" the iMessage. Any suggestions before I contact Apple Support?

Hi AHappy,
I understand that you are stuck trying to activate iMessage but it is still showing eating to activate. If you are looking for something, I would make sure that your daughter's iPhone has text messaging on her phone plane. Because you have tried everything already, then only option would be to contact Apple Support as indicated in the article below.
