I need to be able to send old fashioned email read receipts like in outlook. Is there an app, a setting, anything that allows me to do this? I realize that I can just respond with OK etc.

That is not a feature of the built in Mail app. It's generally a server-side feature. You should probably start by contacting your email provider and seeing if it's a service they offer.
I use gmail and they don't do read receipts either. No apps that can do it? I'm happy to pay for an app. I found a few that allow you to track your own email but I don't need that.

I think it's like Caller ID... the providers can't really guarantee a Read Receipt will travel the complete path of email these days. It gets bounced around to so many places. Closed corporate email systems can do it because they control the message from end-to-end.
I believe most 3rd party solutions really on the receiver agreeing to or generating the read receipt, which would again mean a failure point.

I don't need to receive them. I only want an option for sending them. The person requesting them uses outlook. They are hoping to get a read receipt as if we were both using outlook rather than a reply of "got this, thanks" which is what I am doing now. I'm afraid I am not the brightest so forgive me if I am misunderstanding
If the person with who you're corresponding is using Outlook in a corporate setting, it's actually the Exchange server that's handling the read receipt. If you're using a corporate email system, discuss the matter with your IT department. If you're not, you're probably out of luck.
