I understand that you are unable to make phone calls on your iPhone. You have already done some troubleshooting to get it working on your end. The only thing you would have left to do is contact your carrier or Apple Support. Take a look at the troubleshooting outlined below and compare it to what you have already done to see if you missed anything before reaching out.
